From January 1 to December 31, 2026, Croatia will continue its free public rail transport program for children, primary and secondary school pupils, full-time students, pensioners, and citizens aged 65+. As of this year, the entitlement is extended to people with disabilities as well.

The newly included group covers people with disabilities who hold a National/European Disability Card with a rail-travel eligibility mark, allowing them to use free rail services across Croatia.
Free travel is granted with an HŽ Passenger Transport smart card that has an annual pass recorded on it. The pass is valid in 2nd class on regular trains on all routes within Croatia. The annual-pass profile fee for the whole year is €2.65, and passengers who already have the smart card do not need a new one.
A transition period until January 31, 2026, applies to the issuance of the smart card/annual pass.
