Croatia’s Recovery and Resilience Plan (NPOO) foresees that the City of Zagreb and ZET should sign an agreement with Project 3 Mobility (Verne) by the end of Q1 2026 on issuing vouchers for autonomous mobility. The vouchers are framed as a tool for social and inclusive mobility, primarily aimed at people with disabilities, and would be valid for at least five years from the date of issue.

However, as Lider reports, there is still no clear public explanation from city institutions on how the voucher scheme would work in practice, despite timelines suggesting the project should move into a more operational phase soon.
On the project side, Verne says development is progressing: the company announced it has built and tested 60 verification prototypes, continues autonomous-driving tests in Zagreb, and is targeting a spring 2026 service launch.
The broader funding framework has also been established earlier: in 2023, the European Commission approved €179.5 million in state aid linked to the project.
